1. Project overview

The goal of this project was economic and community revitalization via the assessment, remediation, and redevelopment of two contaminated former industrial sites that blighted a residential area. Transforming these abandoned industrial sites into sustainable, efficient housing units met a pressing need in the community: a housing crisis caused by the three disastrous floods that have battered Clinton over the past ten years. Existing affordable housing in Clinton was at near 100% occupancy in 2012, and in 2013 39% of renters in the city spent more than 35% of their income on rent. The redevelopment of these sites addressed a desperate need for affordable housing and removed costly drains on the city imposed by site-related police and fire department runs, lost tax revenues, and low neighborhood property values related to the vacant buildings. The new apartments represent environmental stewardship, strong partnerships, and the beginning of an upward economic trend for the city of Clinton.

The site, which is approximately five acres, is located in Clinton (Vermillion Co.), IN. It consists of two vacant former factories: one manufactured clothing; the other, plastic. After redevelopment the site now consists of affordable, efficient, and environmentally friendly apartments for Clinton's residents. The project was completed December 1st, 2014.
